When tax cuts are paid for by decreasing medicaid, you say something is not being taken from medicaid recipients.

There is a difference between taking something away from someone and giving him less than he's used to getting. I would think that would be obvious.

If your regular waitress usually gets a two dollar tip from you for your regular lunch and one day you give her a buck fifty, you aren't taking anything away from her. If you run off with her pad and pencil, then you're taking something away from her. If your boss usually gives you a three hundred dollar Christmas bonus and this year gives you only two fifty, he's not talking something away from you. It might feel that way because you have already processed your expectation as though it were a done deal, but that three hundred dollars is not yours to lose. If he steals that three hundred he gave you last year, that's another matter.
