The State of the Union Address is intended to be a one man show with a Nation as audience. To some extent that show is impacted by applause or withholding of applause by the guests. However, there is a difference between that kind of participation and conduct that is aggressive, or behaviour that is intended to disrupt the proceedings. We can only speculate on whether or not Cindy intended to 'become the show' via disruptive conduct. That has been her MO in recent years so it would be reasonable to expect it and especially when she is toting artifacts. It was poor judgement on the part of whoever invited her to bring her without some assurances that her conduct would be appropriately respectful of the event.
