yes, but as it stands right now I do not see what would stop russia, germany and/or france from selling enrichment equipment to Iran.

And there is also illegal ways..... Do keep in mind that they almost managed to smuggle out of russia close to a ton of "unknown grade" uranium in a single shipment and there is currently missing enough weapons grade material to make dozens if not hundreds of bombs. Also keep in mind that that is the state of affairs in Russia and it is even worse in smaller republics of former soviet union.
