I think, in some genuinely fundamental sense, we differ right here. This illustration which I know you mean as only that nonetheless trivializes the plight of the poor when their medicaid benefits are cut (or not increased enough to cover inflation in health care services and thus they receive less services). These are not "tips"; they are essential parts of simply getting by. They are as important as wages, housing, you name it.

I think you look at medicaid as something like a gratuity, a gift to a charity. Not as one of the several things that government activity actually, I'm a bit surprised I'm typing it but here you go, helps others in difficulty and enhances our humanity. So there you go.
