Sure. As long as more jobs are added than the growth in population. Now true, the 193,000 figure does exceed the approximately 150,000 needed to account for population growth in the working age population. But we've lost nearly 2 million jobs in actual contraction and the months when the jobs added per month was less than population growth, since 2001.

Remember that unemployment is measured as the number of people actively seeking work. A lot of people have just given up looking for full time employment. So they aren't counted as "unemployed".
