No. I have a problem with your assertion that they deserve it, and I have a problem with your idea of who deserves what becoming a matter of law.

Workers deserve stock if stock if they contracted for it as part of their compensation package. If they decided to go for more cash instead, or perhaps better health care benefits, or some other form of compensation they don't still deserve the stock.

Nobles oblige isn't a relevant issue. Workers get compensated at a rate that depends on the market. You can change the compensation from cash to cash and stock (or what you would turns stock in to) but that would just decrease the cash. I have a problem with not letting the worker and the company decide what form the compensation will take, and instead having one form mandated by new laws and regulations inspired by your ideas.
