It is criminal to avoid FISA and congress and wiretap US citizens without a warrant, and I don't believe for a second that Bush's spying was limited to Al Qaida suspects. In fact Al Qaida suspects are probably the rare exception. If Bush were really spying on Al Qaida suspects, FISA and congress would bend over backwards to help him and praise him. Instead, Bush had something damaging to hide, his target list. Who are the real targets? The press? The Kerry campaign? The UN? Peace groups? Lawyers and judges? Who? We need to know because this kind of thing can lead to a breakdown of our entire democracy.

The Supreme Court voted 9-0 against this sort of thing and Nixon was driven out of office for much less.
