I'm not going to go looking, but the next time I see something that is clear on the meaning of "cuts," I'll post it.

Oh, I definitely take the point you make which is that sometimes we are talking about program cuts and sometimes cuts in the rate of growth. But it will not surprise you to know that I consider any failure of a safety net program to keep pace with the cost of living a "cut." Because services have to be cut, living expenses have to be cut, etc.
