I'm not sure. It might be a federal regulation rather than a federal law. Or it might be a federal legal or regulatory change that allowed the reservations to act this way, when in the past they where not allowed to forbid such ownership. I remember a good article in Reason magazine about this issue. They put their magazine articles online so I should be able to find it. It might have the information. Tim
