i expect it is the chief of police who is responsible for swat teams running around. i lived in very small town in ct. and the chief had a reputation as best in the best. best trained cops around. in fact the federal prison in danbury would call on them to help in a disturbance. needless to say chief later lost his job do to let's say adm problems. I believe he had enough weapons etc to feed an army.

some of these towns etc get a little out of hand.
