Clearly one of the prime directives for an appointee is to make the Dear Leader look good. Whether they are competent or not isn't a factor, as we have seen with Katrina and later Rita. Spouting the party line and making sure the underlings toe the line is what's important.

And when things hit the fan, they argue that they need more power to keep things like that from happening. The fact that they've riddled the place with the incompetent and the unqualified is never mentioned.
