Two Democrats in Ill. Vote-Fraud Case Get Prison he city's former code-enforcement chief was sentenced to 4 1/2 years in prison Monday for plotting to buy votes in the November 2004 election. ADVERTISEMENT Kelvin Ellis' sentence was the stiffest punishment handed down so far in a vote-fraud scheme that has ensnared nine people, including the local Democratic Party chairman, in this impoverished city. U.S. District Judge G. Patrick Murphy also sentenced election worker Jesse Lewis on Monday to 15 months behind bars. Ellis, 55, and Lewis, 56, were among five people convicted last summer in the scheme. Prosecutors say votes were bought largely for $5 or $10 each, and many voters who accepted the money were also driven to polls. Four other defendants pleaded guilty.
