Freedom is to know the balance between silence and speech, to know when and about what to speak in public, not to rave and rant at will, not caring for the sensitivities of others.

Oh, I don't agree. Freedom is the almost absolute right to say what you wish whenever you want to. The exception is where one uses speech to endanger people....such as, yelling fire in a crowded theatre, incitement to do harm, and a few other well known examples.

"Discretion" is when one know's the balance between silence and speech.

Thus, the Dane who penned the cartoon could've and perhaps even should've been more discrete, but freedom of speech gave him the right to publish it anyway.
