The only problem with that interpretation is that the administration specifically asked for the power to eavesdrop and it was specifically rejected.

Really? Since the passage of the Patriot Act the Bush administration asked (who again?) for the power to listen in on calls between people in the US and people outside the US that are suspected of having relations to Al Qaeda?

When did this happen, who who was the askee?
