Probably for the same reason he didn't talk about the Pearl Harbor and whether or not FDR knew about the attack ahead of time. It had nothing to do with what he was talking about. Now true, we have gotten pretty used to Republicans and appointees talking about anything but the subject at hand, I guess Carter wanted to mix it up a bit by actually staying on topic...
