Effectively.

But as aothers have pointed out, a lot of those countries are run by thugs or the actions of the thugs are gov't-approved. Fear gets into this too. I suspect there is a very large proortion of Muslims that wish that would go away and they could just live their lives with a decent gov't and without fear.
