Hamas is being given some room to reform. Perhaps someone in the admin has received a signal they are willing to play? Very doubtful but again worth a try. Or you are right about the arabists giving Condi bad intel. Bad intel--whats new about that?
If Hamas answers with suicide bombers as you expect let the fun begin.
