OK, if you can cut that fine a line on it, driving 36 mph on a 35 mph speed limit freeway when a reasonable safe limit is 65 is not an attack on any person.

However, driving 65 on a freeway when the speed limit is 55 for the purpose of fuel conservation (this is a real world case, which I'm sure you remember unless you are younger than I think you are) then it IS an attack on society, because society agreed that fuel conservation was important and you are preventing that.

I tried to drive 55 when we had that limit on the freeways, and it was difficult indeed. The fact that the law was fundamentally preposterous didn't negate the fact that it was important to obey.
