Yes, they are exceeding their projections on the markets that are up but they have not met their expectations as it relates to number of markets that they announced they would have online to date. The biggest obstacle has been the relocation issue. I sat through the congressional hearings in which the Sprint CEO discussed the impact this was having on their buildout. The incumbants in these areas are demanding extortionary relocation costs in order to free up the PCS spectrum. The siting issues are not so much about the quantity required but the obstacles in place by local zoning boards. I know of a few situations where a PCS carrier has had to pull out of a market because of insufficient cell sites. If you go back and read some of the early press releases from Sprint PCS you will discover that they had planned to have a much larger footprint by now. This has not occured largely to the reasons listed above. Hope this explains my most humble opinion.
