I don't know Saddam's score, but I think the US may be matching it on an annual basis.

I do know that the Israelis have killed about twice as many Palestinians in recent years as the Palestinians have killed Israelis. If you go back further (invasion of Lebanon, the camp massacres) the Israelis have done _much_ better. As one would expect, given their great military superiority and US backing.
