You are right. Maybe we need to hire the producers fo fear factor to design their punishment. The more elaborate the subterfuge, the more elaborate the punishment.

Society has evolved these values. It is looked at as victimless crime most often. Even though it may crush the lives of hard working people, no one was physically harmed, so it is often perceived to be victimless.
