Actually, the problem was more serious then that. After my original post I watched the Commission hearings today. Turns out Brown was not able to accept being part of Homeland Security and REFUSED to report to the various departments as to what was going on and they didnt want to notify the W/H until they could get a handle on exactly what the problem was.
It was Browns job to tell them BUT HE DIDNT. jdn
