It's a matter of scale and tradition. Even with a "reasonable" guest worker program, there will be more than the allowable that will want entry and there is and will not be anything moderate that will stop the flow. The census numbers I have seen are pure bull. There are areas in many states that every available moderately priced piece of real estate is going to hispanics.

Personally, I have plenty of empathy for those that only want a better life through hard work. But I don't think any form of paperwork will solve this problem as long as the differences in the economies of our neighbors to the south continue to be so great.
