You keep talking about how things should be and must be. I am asking how they are - I can't recall a single prosecution of a media outlet for publishing leaked classified information, ever. So no, the laws don't have to be written that way. I am 99% sure they aren't. The legislative and judicial record bear that out. Classified information is not treated like stolen property under the law. If you think it should be, go lobby your congressman to write a new law. Until then it is simply wishful thinking on your part. BTW, if you receive stolen property that you had no idea was stolen, it can still be taken away from you and you can be prosecuted. Show me one real law or prosecution that supports your position. I would like to see them. (But I don't expect to because they don't exist. And working in government public affairs while holding a top secret clearance gives me some experience in the area.)
