I wonder why Bush does not want to go to the FISA as the law says. American Civil Liberties is not and will never be subjected to the political whims of the Congress and the Executive as Bush is making this out to be. The Civil Liberties are protected under the Constitution which is upheld by the Judiciary.

There is absolutely no way for us US citizens to entrust our civil liberties to politicians instead of to the Constitution.
