they must not spend the moolah, if collected, or at least not spend it on Unocal, and if they must spend, and if spend it on high tech, then must not be purchased from USA because the trade balance must not be balanced that way, so if from USA, must be only fried chicken and burgers
and if the trade balance does not balance, than the US consumers must be punished by buying expensive Chinese manufactured goods
should the chinese want to invest their moolah, they must not invest in the USA in ports and such, but only in below inflation yielding return-free pieces of paper, which btw would be manipulation again.
if they do sell their USD, in obvious attempt to manipulate to lessen their exposure, they must revalue their currency so as to suffer the exposure and to do so on behalf of the rest of the world, to be responsible, so that USA can be less so
