We really have no way of knowing. But since a majority of people no longer trust George Bush in general, giving him unfettered and unaccountable power is especially absurd.

Now if he had built political support over the last five years and had the 60%+ majority he needs in Congress and the public, he could have survived a revelation like this without a scratch.

A lot of folks don't want to admit that Bush is a borderline marginal politician at best.
