in large part I am curious as to whether it makes any sense to give a damn about the future of New Orleans when the people there don't seem to

Really think so? An interesting opinion, but a wrong one.

Oh, I don't think that nuclear weapons will ever go off in Louisiana, and I don't recall ever saying so, as we are too low a value target. Other places, Cal., NY, DC, are much, much more likely to be hit. It is one advantage of living here.

Fatalism is a state of mind I don't grok -- I know it when I see it. It's a self-fulfilling prophecy -- the most fatalistic people seem to be the ones that the worst things happen to.

Are all Louisianians fatalists? Is that why Katrina hit us and the levees failed?

Interesting viewpoint.

Louisiana could learn from the Dutch

We are. Lots of Dutch experts here before and after the storm But it took the Dutch several decades to complete their storm protection system after 10,000 of them drowned in the 50s. We are less than one year post-Katrina so your statement that if it were to happen, it would have already happened is a bit premature.
