Well, we've got good codes, and we don't have the corruption that they have in Latin America, and the ME, which means that even really good programs don't get implemented correctly. On top of that, California has a huge economy, and we thus have the money to do what needs to be done- even if the budget is kind of crazy, we are a big economic power- and so we get much of what we need.
