Ehud Olmert warned that after the newly-elected Palestinian legislative council is sworn in Saturday, Feb. 18, it becomes a “Hamas Authority” and new rules of the game then apply. He gave this assurance at Sunday’s cabinet session.

DEBKAfile’s political sources disclose the rules he has in mind:

1. The new legislature will be denied full attendance at its first session in Ramallah by an Israeli ban on the passage of Hamas delegates from Gaza, Nablus, Tulkarm, Hebron or Jenin to take their seats. The full 74-man Hamas complement will therefore be kept away from the 132-seat parliament.

Our counter-terror sources report that Mahmoud Abbas, Hamas leaders, Egyptian intelligence minister Omar Suleiman and Jordanian king Abdullah’s court advisers are in feverish consultation to overcome this obstacle. One proposal is to launch the new legislature in Amman. Gaza-based Hamas members can reach this destination the long way round through the Rafah crossing, on to Cairo and a flight to the Jordanian capital. Another plan discussed is a video-linked session broadcast from Ramallah to other Palestinian towns. This option is favored by the Palestinians for mass media exposure of Israel in the act of obstructing the democratic process.

2. Olmert proposes to finally halt all payments to the Palestinian Authority once Hamas is sworn in. To make up the shortfall, the Islamic terrorists are in advanced talks with Saudi Arabia, Iran and some Gulf emirates on alternative sources of revenue and ways of channeling the money to the new government.

3. Israel will cancel the Palestinian VIP passes that facilitate the movements of top Palestinian officials between the West Bank and Gaza. Jerusalem may face resistance on this point since the permits are issued in consultation with the Americans and Europeans.

4. Israeli-Palestinian exchanges on mundane matters like water, electricity, food supplies, port facilities and access to hospitals will be left henceforth to petty officials, who will have to defer to their bosses for every decision – with consequent delays.

DEBKAfile adds: These steps are essentially bureaucratic and technical harassment. The Olmert government has stepped around embarking on clear-cut political and diplomatic action or security measures. The Palestinians and Hamas will not find it too hard to overcome the inconvenience they face. They will find ways to get their Hamas-dominated legislature convened and their Hamas-led government in place - with or without the new rules.
