Well, we are in agreement about something. FEMA and some other agencies do need to be looked at and changes made where necessary. Be sure to look at the list that FEMA has to coordinate efforts with....any meaningful reform will include those agencies as well. BTW, did you think the "rot" set in after the hurricane before Katrina....OR exactly when did you think the "rot" set in. No one seemed to bother with problems with FEMA until Katrina, and there were certainly factors of all kinds there. And I will ask again, how did FEMA perform in MS versus in LA? What exactly was the difference? I think a good part of it was the attitude and compentence of the elected officials in each state.
