CJ, This in no way shape or form is the same as paying agencies to produce propaganda for government agencies and policies.

It happens all the time. Remember when Clinton authorized the release of oil from the Strategic Petroleum Reserves back in 2000 because the NE was facing higher heating bills? Clear case of buying votes, even though the move won't show up in the budget. (Especially since the cost of refilling the SPR gets passed onto the next administration.)

There are many, many other ways that politicians in power will use and abuse their position to maintain that power. If you just want to do apples-to-apples comparisons, I'm sure we can find a lot of Clinton's pet "propaganda" projects that amounted to $1.6B or more, especially if you turn some of the Dems' double-standards around. My example of travel expenses is just one of many.
