The problem with this formulation is that we--meaning you and I--don't have any idea as to what the threat might be, what form it takes, how recurrent in intensity it is, etc. If we are as ignorant of the details of the threat as I think we are, it follows that we cannot with any degree of assurance say that the threat has been grossly exaggerated as a priority.

I suspect the threat of terrorist activity is a fluid thing, with ebbs and flows of intensity. It's hard to say what kind of priority should be assigned to it, but I think that the potential damage which each threat entails should play heavily into how much attention should be given to it. The destruction of skyscrapers with jets and the consequent thousands of deaths I think is a fairly serious threat, as are the potential detonations of dirty bombs.

The thwarted LA incident in which the Library Tower was targeted for an attack similar to the one on the WTC is an example of our ignorance. If it had succeeded, perhaps your thinking might be different. It did not, but the fact that the operation was planned and thwarted suggests a level of threat which is significant. The thwarted New Year's attack a few years ago is another example. I suspect there are others of which we are equally ignorant.
