Gas guzzlers should be taxed and fined extra, that's fair. The money would be taken and given to those who save energy. That's how government works best, rewarding socially beneficial behavior and punishing those who hoard or hog. Bushies are against this because they represent the hogs only. Bill O'Reilly agrees with me on this, BTW.
