Were you ever a law enforcement officer? I've worked for with several depts, and they all have approximately the same protocol on shooting incidents, as do members of the EMS system. In all cases, the investigation of a shooting is handled like a crime scene until otherwise determined to be an accident. Shooters are routinely observed to determine if there are other circumstances involved, such as possible intoxication, legal weapon ownership and permits, etc. The V.P., as is my understanding, is not above the law, nor does he get some type of investigation immunity to the best of my limited knowledge. What I am suggesting is there may have been a motive in the delay of the meeting with law enforcement. Whatever the case, this was not handled by standard operating procedure. No shooting, in the law enforcement arena, is a casual event.
