Is it not possible that Intel can't deliver enough of the low end processors that they're giving Apple the free upgrade? Still, I find it odd that Apple would hold off on announcing this so late in the game. Could it also be Apple's having trouble selling enough MBP's with demand not as robust as they expected? The truth may be somewhere in both.
