I guess that makes it all the more unfortunate that Cheney did not see the police immediately. But I still don't think there was any reason to leave the scene- and of course, when you don't even call the police right away, there really is no scene.

So 1.police should have been called immediately- and not just to test Cheney (though obviously if the police aren't in the ambulance, or at the hospital, blood alcohol level is going to drop) 2. Cheney should have stayed there

(basically, my position is that whatever the law is for situations where one person is shot by another, that should be applied here- without regard to who Cheney is)
