I think it is a simple "law and order" case. You hit somebody, drive that person to the hospital and then surrender yourself to law enforcement. Typically, the police books you and then releases you, which would be the case with Cheney since he is the VP. A VP is expected to exercise a sense of judgement far far superior to what this VP has demonstrated on such a simple issue.
