Agreed -- "booking" is something that is done only when a crime is committed. OTOH, apparently if Whittington dies the law provides for questioning by a grand jury. If so, this would add additional complications for Cheney. I mean, let's look at the worst case scenario: 1) Something happens to Bush that makes him unable to serve as President. 2) Cheney becomes embroiled in legal difficulties. 3) The Constitution provides that the Secretary of State is next in line to serve as President. Maybe I am just a worry wart but it just seems to me that Rice is going to be made Veep sooner or later. And I surely don't have a problem with that.
