Consider Bush's domestic legislative accomplishments:

He and Ted Kennedy teamed up to Pass No Child Left Behind which increased federal spending on education by $20 Billion

He created a huge new federal bureaucracy - Homeland Security.

He abandoned free trade in favor of higher steel tariffs and lumber tariffs.

He signed the Sarbanes - Oxley Bill

He signed McCain-Feingold.

He created a prescription drug benefit under Medicare.

He increased domestic discretionary spending faster than any President since LBJ.

He continued crop subsidies.
