You don't think with resources tied up and spent in Iraq, Al Qaeda in Afghanistan, and all the other cells would have been wiped out ??

It would have been difficult to use the resources spent in Iraq in Afghanistan. Maybe part of those resources would help but there was never any plans, or a realistic chance of having plans, to put 140,000 American soldiers in to Afghanistan.

As for cells in other locations, maybe some of the special forces teams, or other elite and/or covert forces in Iraq could be used against Al Qaida elsewhere but we weren't going to fly bombers over anywhere Al Qaida has a cell. In those situations you either use law enforcement, or you use covert ops, you don't roll the tanks.
