re: When I lived in CA, there was a proposal to BUY all the old junkers from the poor people driving them and crush them. The proponents had data showing that some of the worst of the old junkers produced more pollution than over 100 modern cars. Nothing happened on that front though. That's part of the reason my proposal, posted ad nauseum, works.
