Ted, to be honest, I think there's a good reason why 50% of California's emissions are from 10% of the vehicles. It's because the other 90% have vastly improved their emissions over the years. And that's just due to better technology; California's standards are no longer tough for auto makers to satisfy.

Still, I'd like to see that blanket of smog disappear. Ah-nuld has some ideas in mind, such as emission detectors at highway exit ramps, but no word on when they'll be implemented, if ever.

On a related note, Mayor Villaragosa has started to get some of the traffic lights in L.A. synchronized. Fewer cars idling in city traffic => less pollution => happier L.A. citizens.
