I think the idea to have the government buy and crush old cars failed in CA because they got a lot of flak from hot rod and classic car clubs, who were afraid THEIR cars would be "condemned" and even if they weren't, that other parts and restorable cars would be destroyed. Even a lot of the public that don't own old cars have fond memories of them and don't want to see them eliminated.

It would have been a lot more cost effective in reducing pollution than many things they WERE doing.
