There is a rather large difference between a gov't or some of its officers saying they find a writing or a drawing offensive and riots, torchings, murders, and boycotts. If the gov'ts of Iran and Syria had simply said that they found those cartoons offensive, they would likely find most Western gov'ts agreeing with them. That is hardly what happened.

As far as pre-publication censorship is concerned, that is quite difficult in this country. The gov't tried to prevent the NYT from publishing the Pentagon Papers. The NYT went to court and the court ruled that the NYT could publish but would be subject to leal penalties if it were found to have violated laws in doing so.
