You are moving very close to forced abortion and infanticide based on estimated "quality-of-life" factors. Our republic was established so people could be left alone, not forced to behave against their will due to junk science and bureaucratic fanaticism. The real solution to public smoking is to let the entrepreneur decide, based entirely on how he'll get the most customers. You'll have non-smoking restaurants to choose from, without having to imitate Hitler to do it...
