It doesn't matter what % it is. For instance, country A may import widgets from country B. However, country B may want to use the proceeds from that sale to buy oil. So it insists country A pay for the widgets in USD. It doesn't really matter if country B actually uses that money to buy oil or buy something else. They might or might not. But the transactions are still in USD nevertheless. That is how the USD hegemony has been built up.
