if we can substantiate any deceit by Cheney over this event, he will be toast. I don't consider him refusing to talk until the dust settled to be deceitful. Cheney's typical response has been not to respond to any charges, to avoid answering charges using his immunity-as-VP status. This time, there literally is a "smoking gun." If that can toast him, great, but he's weaseled out of everything else.
