I believe it would be quite a short list and would lean heavily toward sops to the Haves and Have Mores.

I doubt it. You're looking at it through your prism. Through their prism it looks very different. The list would be topped by keeping us safe from the terrorists, the strong economy, and the Supreme Court appointments. No one would put "sops to the haves" on the list. They don't think that way.
