You have more faith that the government would rebate a windfall like that than I do, but your idea might have some promise if it could be assured.

What's wrong with making biofuels more cost-effective without taxing oil?

The flat tax like the Russian one you linked to would have promise, but the consequences are unknowable. Any new tax carries with it the risk of new ways to spend. Especially if the Democrats are in power.

And more fuel efficient vehicles too. I saw a vanity plate that read "57 MPG." That twice what I'm getting on my two.
